In 1971, in Chisinau, the capital of the Moldavian Soviet Socialist Republic, is in emergency: the Secretary General of the Central Committee of the CPSU, Leonid Ilyich Brezhnev, comes to visit the republic. The party leaders are doing their best to please their leader: they organize entertainment events and force local soccer players to learn to play hockey, as Brezhnev really likes the sport. But upon arriving in Chisinau, "our dear Leonid Ilyich" decides that all these events are not entirely to his liking and he flies away in a balloon. As the police and army search for the missing secretary general, he lands near a remote village where one of the gypsy barons lives.
